UTILITY BILLING

Utility bills are mailed on the 1st of each month and are due by the 15th. If the 15th falls on a weekend or holiday, payment is required by 8:00 a.m. on the next business day to avoid a late penalty. Payments received after the 15th will incur a 10% penalty. Effective October 1, 2019, the Village of Swanton no longer sends past-due notices. To check your account status at any time, call 877-493-5091 or log in online. Unpaid bills may result in service disconnection, which will occur on the 2nd of the month following the billing cycle. If the 2nd falls on a weekend or holiday, shut-offs will take place the next business day. Late payments must be received by 8:00 a.m. on the disconnection date to avoid service interruption. Water service will only be restored after full payment, including any disconnection fees, is made at the Village Municipal Building.

Property owners and tenants must have no outstanding balances on utility accounts with the Village of Swanton and must be current on municipal income taxes, as required by Village of Swanton Codified Ordinance 52.07(c). The Village of Swanton imposes a 1.50% Municipal Income Tax, which is administered by the Regional Income Tax Agency (R.I.T.A)

PAYMENT OPTIONS

1. ACH Direct Payment (FREE)

  • Automatic withdrawal from your checking or savings account.

  • Complete the ACH Direct Payment form, attach a voided check or deposit slip, and drop off or mail it to the Village Municipal Office.

  • Your bill will be automatically deducted on the due date each month.

2. Pay Online

  • Options include online payment, text payment, and email reminders.

  • No registration is required to view or pay bills, but registration is needed for email reminders.

  • $2.95 transaction fee per payment via third-party processing.

  • Pay or register your account here.

Online Payment Highlights:

  • View and pay bills anytime with a credit card, debit card, or e-check.

  • One-time payments or full registration access.

  • Receive email notifications when your bill is ready, before the due date, and if past due.

  • Sign up for text notifications and pay by text.

3. Online Banking

  • Payments are processed through your bank.

  • Note: A paper check may be mailed by your bank, allow extra time for delivery. The Village is not responsible for late payments.

4. Other Payment Options

  • Cash, Check, or Money Order: Accepted at various locations.

    • Exterior Payment Box: East side of the building near the Police Station (no cash).

    • Interior Payment Box: Inside the Municipal Building lobby near the rear entrance.

    • In-Person: 219 Chestnut Street, Monday – Friday, 7:30 a.m. – 4:00 p.m.

    • By Mail: Send payments to Village of Swanton, 219 Chestnut Street, Swanton, OH 43588 (do not mail cash).

ESTABLISHING SERVICE

Purchasing a Home

  • To establish utility service, property owners must:

  • Completed applications can be submitted in person at the Village of Swanton Municipal Building at 219 Chestnut Street, open from 7:30 a.m. to 4:00 p.m. Monday-Friday (no appointment required). Property ownership will be verified through the County Auditor’s Office, or you may bring a copy of the deed. A photocopy of the owner’s photo ID will be taken, and an appointment will be scheduled for the meter reading on the next available business day.

  • Complete an Application for Service (click here).

  • Provide photo identification.

  • Schedule an appointment for the Public Service Department to access the property and read the inside meter.

 

Renting a Home

  • To establish utility service, leaseholders must:

  • Complete an Application for Service (click here) and pay the required Utility Deposit Fee.

  • Provide photo identification and a copy of their lease.

  • Schedule an appointment for the Public Service Department to access the property and read the inside meter. 

  • Completed applications can be submitted in person at the Village of Swanton Municipal Building, located at 219 Chestnut Street, between 7:30 a.m. and 4:00 p.m. on regular business days (no appointment needed). A photocopy of the leaseholder’s photo ID will be taken, and an appointment will be scheduled for the meter reading on the next available business day.

  • Please note that the application must be signed by the current landlord before processing can begin.

  • Utility Deposit Fees:

  • $100.00 for rental properties within village limits.

  • $150.00 for rental properties outside village limits.

  • The deposit is held throughout the rental period and applied to the final bill upon moving out. Any credit will be refunded, and any remaining balance will be the tenant's responsibility. For questions, please contact Utility Billing at 419-826-9515.
